North Korea has deployed approximately 11,000 elite troops—over 20% of Kim Jong Un’s personal reserve force—to support Russia in its war against Ukraine, according to Ukrainian Defense Minister Rustem Umerov.

These elite troops—unlike regular conscripts—are handpicked for their loyalty and competence, and their support is essential for Kim’s grip on power. Continued sacrifices from this group risk eroding that loyalty, making it harder for Kim to maintain internal control.

Kim’s decision to commit such a vital force to Russia’s war is a high-stakes gamble for his own survival. Yet, as Umerov pointed out, Moscow has failed to uphold its reciprocal obligations, potentially fueling frustration and division among North Korea’s elite and military leadership.
